One of the basic principles of administrative procedure is the principle of proportionality.
Considering the principle of proportionality as a component of the principle of the rule of law, Mr. Roman emphasized the need to guarantee the protection of the scope and content of fundamental rights and freedoms of an individual from excessive influence of public authorities. The search for a means of harmonizing private and public interests in society, expressed in promoting the achievement of a publicly significant goal, for the sake of which such influence can be exercised through the intervention of public administration bodies in the private sphere of a citizen, is a key issue in the lecturer’s communication with the audience.
